<br /> <br />CITY OF LAKEVILLE <br />PLANNING COMMISSION WORK SESSION MINUTES <br />September 5, 2019 <br /> <br /> <br />Chair Kaluza called the work session to order at 6:40 p.m. <br /> <br />Members Present: Chair Pat Kaluza, Karl Drotning, Brooks Lillehei, Jenna <br />Majorowicz, Jason Swenson, and Jeff Witte <br /> <br />Members Absent: Scott Einck and Ex-Officio Mike Lamm <br /> <br />Staff Present: Planning Director Daryl Morey and Daniel Licht, TPC <br /> <br />Others Present: City Councilmember Joshua Lee <br /> <br /> <br />Corridor Mixed Use (CMU) Bus Tour Discussion <br /> <br />Mr. Licht outlined his August 19, 2019 memorandum summarizing the July 23, 2019 <br />CMU bus tour that included staff, the Planning Commission, and the City Council. The <br />bus tour included stops at Town Center in Eden Prairie, the Gravel Mining Area/Arbor <br />Lakes in Maple Grove, and Park Commons in St. Louis Park. The Planning <br />Commission made the following comments: <br /> <br /> Liked the centrally located City park, which included recreational activities for all <br />seasons, in Maple Grove’s Gravel Mining Area/Arbor Lakes development. <br /> Town Center in Eden Prairie seemed somewhat disconnected, more car centric, <br />and less pedestrian friendly. Additional pedestrian connections between uses is <br />needed. <br /> The Park Commons area in St. Louis Park was too high density and the buildings <br />were too tall for Lakeville’s vision; however, the community park facilities <br />including the pool, ice arena, and adjacent park were nice features. <br /> Noted that major cooperate office projects providing significant employment <br />opportunities anchored each of the three cities visited on the bus tour. <br /> Commercial development along the Cedar Avenue corridor is likely to be less <br />regional in nature as the area is not adjacent to interstate freeways like in Eden <br />Prairie and Maple Grove. <br /> All three cities on the bus tour have transit facilities already in place. Concern <br />was raised over adding additional traffic in the Cedar Avenue corridor with <br />increased residential density and land use intensity without additional transit <br />facilities. <br /> The Planning Commission liked the variation in residential dwelling types within <br />the Gravel Mining Area/Arbor Lakes area of Maple Grove. <br /> Pedestrian, bike and vehicle connections will be important for Lakeville’s CMU <br />District. The ability to live, work and play in the same area is also important. <br /> <br />
